政府积极引入购买社会公共服务的运动是西方发达国家提高政府财政支出质量和改善公共服务提供能力的重要措施。本文详细分析了西方发达国家政府引入购买社会公共服务的三个理论基础以及相对应的策略,即新公共管理理论基础下的竞争性策略、新公共服务理论基础下的合同性策略以及第三条道路理论下的多元性策略。最后,提出几点针对性的思考。
The active introduction of the government’s campaign to purchase social public services is an important measure for western developed countries to improve the quality of government expenditures and improve the ability to provide public services.
