领导班子的合力是关键团结是合力产生的前提。在领导班子内部,经理与党委书记团结协调是班子建设最为重要的一点。企业实行经理承包责任制,厂长、经理虽是企业的法人代表,但社会主义性质决定,企业必须在党的领导之下,职工是企业的主人。因而无论企业的大小决策,都要经过党委民主讨论协商,取得一致意见后,以党政工领导班子的名义进行公布。要使整个班子形成合力,还要处理好各领导成员之间的关系,在这方面,合理的权力分配是至关重要的。实行承包责任制,经理有很大权力,但如果这些权力过分集中,则不利于企业的工作和发展。正确的做法应该是,根据工作实际,结合班子成员的个人特长,分配相应的权力,明确各自的责任,最大限度地发挥各领导成员的积极性和创造性。
The joint force of the leadership team is the key to solidarity. Within the leadership team, the solidarity and coordination between the manager and the secretary of the party committee is the most important point in team building. The enterprise implements a managerial contract responsibility system. Although the director and manager are corporate legal representatives, the nature of socialism is determined. Enterprises must be under the leadership of the party and employees are the masters of the enterprise. Therefore, no matter the size or decision of the enterprise, it must be discussed and negotiated by the party committee. After consensus is reached, it is announced in the name of the leading group of party and government workers. In order for the whole team to form a synergy, it is also necessary to properly handle the relations among the various leaders. In this respect, a reasonable allocation of power is crucial. With the implementation of the contract responsibility system, managers have great power, but if these powers are concentrated too much, it is not conducive to the work and development of the enterprises. The correct approach should be based on the actual work, combining the personal characteristics of the team members, assigning corresponding powers, clarifying their respective responsibilities, and maximizing the enthusiasm and creativity of each leader member.
