内地外向型经济的开发,目前存在的两种倾向;一种认为,所谓“外向型经济”就是:“两头在外,大进大出”的“沿海战略”,与内地无关;一种认为,所谓“外向型经济”就是打入国际市场,于是,不自量力地盲目追求兴办创汇企业,盲目开发创汇产品,而忽视了对国内市场的开发。笔者认为,这两种倾向都有失偏颇。其实,对于内地来说,只要冲破了地域封闭,无论是参与国际市场,还是在国内市场角逐,都应被看作是“外向型经济”。这是一种有别于沿海战略要求的广义的“外向型经济”。正是基于这种认识,湖北省才提出“沿江开发,中部崛起”,而孝
