秘书长的工作,千头万绪,紧张繁忙.特别是随着改革开放的进一步深入和政府职能的进一步转换,工作难度越来越大,担子越来越重,要求也越来越高.从参与领导来说,是参谋长;从保证机关整架机器运转来说,是总调度.从后勤保障供给来说,是总管家;从机关各项建设来说,是总负责人.秘书长要充分发挥这些职能,圆满完成各项工作任务,关键在于抓好落实.这是因为:秘书长既处在决策与实施的结合点上,又处在宏观与微观的交叉点上,还处在上级与下级的联系点上.一句话,是处在“兵头将尾”、无人可替代的特殊位
