本文建立计量模型,利用省际面板数据对1987～2010年以来31个省级单位的地方财政支出、银行贷款对经济增长的影响进行计量检验,得出分税制下由于地方政府加大干预金融体系的力度,使得地方金融没有充分起到在资源配置中发挥基础性作用的结论,并从通过完善分税制改革来提高地方政府财力和完善金融体制改革等方面对规范地方财政与地方金融关系提出了政策建议。
This essay establishes the econometric model and uses the inter-provincial panel data to test the impact of local government expenditures and bank loans on economic growth of 31 provincial-level units from 1987 to 2010.
