辽宁老工业基地长期积累的结构性、体制性和资源环境等问题日益突出,主要表现为“高消耗、低效益、高排放”的经济增长方式。而遵循“3R”原则的循环经济是对传统增长模式的根本变革。面对“振兴东北”和国家循环经济试点的历史机遇,辽宁省应以重点行业为切入点,大力发展循环经济,调整产业结构、节约资源,促成经济的可持续发展。
The long-accumulated structural, institutional, resource and environment problems of Liaoning’s old industrial bases have become increasingly prominent. The main manifestations are the economic growth mode of “high consumption, low efficiency and high emission”. Circular economy, which follows the principle of “3R ”, is a fundamental change to the traditional growth model. In the face of the historical opportunities of “rejuvenating the northeast” and the national circular economy pilot projects, Liaoning Province should focus on key industries and vigorously develop the circular economy, readjust the industrial structure, conserve resources and promote the sustainable economic development.
