从民族经济法适用范围、适用对象、执行者以及立法目的来看,民族经济法执行是政府部门在管理少数民族地区经济过程中,运用、组织和实施民族经济法的行为综合。民族经济法执行形式就是执法部门贯彻落实经济法的过程,具体表现为以下几种形式:核发行政许可、组织征收行为、支付行为、强化性措施以及行政处罚等。由于执法者在执法过程中倾向于自身利益最大化,在地方保护主义影响下,对经济法执行产生了较大的干扰,这需要我们给予高度重视,采取有效措施加以解决和应对。
From the perspectives of the scope of application, applicable objects, executors and legislative purposes, the enforcement of the national economic law is a comprehensive synthesis of the behaviors of government departments in using, organizing and implementing the national economic laws in the economic management of ethnic minority areas. The implementation of the law of national economic law is the process by which law enforcement departments implement the law of the economy. They are manifested in the following forms: issuing administrative licensing, organizing the collection, paying behavior, reinforcing measures and administrative penalties. Because law enforcement officials tend to maximize their own interests in the law enforcement process, under the influence of local protectionism, they have greatly disturbed the implementation of economic law. This requires us to attach great importance to and take effective measures to solve and cope with them.
