转移支付制度已经逐渐成为影响我国地方政府行为的重要约束机制和激励机制。在市场化不断推进的背景下,我国转移支付制度是否能够规范政府行为,为市场化进程提供制度保证呢?运用面板数据模型,本文实证检验了我国转移支付对地区市场化进程的影响。结果显示财力性转移支付和专项转移支付对市场化影响程度显著不同,财力性转移支付对市场化程度显著为正,但是在东部地区不明显;专项转移支付对地方市场化进程显著为负。
Transfer payment system has gradually become an important constraint mechanism and incentive mechanism that affects the behavior of local governments in our country. Under the background of marketization, whether the transfer payment system of our country can regulate the government behavior and provide institutional guarantee for the process of marketization? By using the panel data model, this paper empirically tests the impact of transfer payment on the process of marketization in the region. The results show that financial transfer payment and special transfer payment have significantly different impact on marketization. Financial transfer payment is significantly positive to the degree of marketization, but not obvious in the eastern region. The special transfer payment is negatively negative to the process of local marketization.
