本文通过对重大决策和施政纪略四种不同记述方法的分析 ,认为重大决策主要记述党委对一地经济和社会发展的思路、战略思想及重大举措 ;施政纪略主要从政府施政的角度 ,记政府如何施政与施政的结果。
Based on the analysis of four different ways of describing important policies and administrative strategies, this article holds that major policies mainly describe the ideas, strategic thoughts and major measures of the party committees on the economic and social development of a region. How the government administers its governance and its outcome.
