中国改革开放的成果为世人所瞩目。本世纪末实现国民生产总值翻两番的宏伟战略目标,要求我国经济以一定的速度持续、稳定增长,经济的发展也要求其自身保持一定的增长速度(尽管经济的增长不一定能够带来经济的发展,但经济的发展必须以经济的增长作为前提和基础),也即,促成经济发展的基本动力是经济增长,经济增长是一切经济进步的首位的必要的物质条件。
