总局科技、制胶会议从十月十六日到二十三日,一共开了八天。这次会议高举毛泽东思想伟大旗帜,认真学习了伟大领袖和导师毛主席对科技工作的一系列教导;学习了英明领袖华主席关于科技工作的重要讲话;学习了《中共中央关于召开全国科学大会的通知》。会议自始至终坚持以阶级斗争为纲,深入揭批“四人帮”及其在云南的朱、黄、刘帮派体系干扰和破坏科技工作的罪行;总结交流了科学实验的成果和经验,讨论研究了农垦系统1977—1985年的科研规划。会议期间还参观了热作所、景洪农场六分场、三分场等单位。
