目的拓宽疾病预防控制机构文明科室评选的新思路,探索建立科学、客观、公平、公正的文明科室量化考核评价方法,通过全面评价开展文明科室的评选工作。方法根据《各级疾病预防控制中心基本职责》,按照卫生行政部门下达的指令性工作任务和工作量化指标,制定本单位的文明科室评选量化考核的内容和细则,即量化测评表,通过科室自评与考评小组现场复核相结合得出最终结果。结果 2014年,全单位35个科室中,有18个科室申报文明科室,申报率51.4%;8个科室自评分与考评小组现场复核一致率达95.0%以上,占44.4%,申报的职能科室(t=7.4)和业务科室(t=3.8)自评分与考评小组复核分差异均有统计学意义(P<0.05)。结论引入量化考核方法,科室自评与考评小组现场复核相结合,较全面、客观地反映出文明科室的工作质量和工作情况,为实事求是,公平、公正、公开和择优评选文明科室提供了科学依据,使评选出的文明科室更具榜样作用。
OBJECTIVE To widen the selection of civilized departments of disease prevention and control institutions, explore ways to establish a scientific, objective, fair and impartial civilized department quantitative assessment and evaluation method, and carry out the selection of civilized departments through a comprehensive evaluation. Methods According to the basic responsibilities of CDC at all levels, according to the mandatory work tasks and quantitative indicators of work issued by the health administrative department, the content and rules of quantitative evaluation of civilized departments of this unit were formulated, that is, the quantitative evaluation form was passed through departments Evaluation and assessment team site review combined to reach the final result. Results In 2014, out of 35 departments in the whole unit, 18 departments declared civilized departments with a reporting rate of 51.4%. The consistency of on-site review among the 8 departments was over 95.0%, accounting for 44.4% of the total. Among the departments declared, t = 7.4) and the business section (t = 3.8), respectively. There was significant difference between the self-assessment score and the evaluation group (P <0.05). Conclusion The introduction of quantitative assessment methods, self-assessment and review team on-site review combined, more comprehensive and objective reflect the quality of work and civilized departments and work conditions, to seek truth from facts, fair, just, open and preferential selection of civilized departments provide a scientific basis , So that selected civilized departments more role model.
