2000年7月,经天津市人大常委会审议通过,《天津市人才流动条例》正式颁布,同时,与《条例》相配套的《人才流动中介服务机构管理办法》、《刊登播发人才招聘启事和人才交流洽谈会启事审批办法》、《人才流动争议处理办法》等措施也相继出台。作为人才流动和人才市场管理的地方性法规,《条例》对人才流动应遵循的原则、中介服务机构的管理、单位招聘人才、人才应聘、争议处理、法律责任等都作出了比较系统、明确的规定,为制止人才流动中的混乱现象,为各类人才合理流动、有序流动、合理配置,充分发挥人才作用创造了良好的法制环境。
