定价方法是政府和收费公路运营管理单位都十分关注的一项政策,《收费公路管理条例》规定应综合考虑公路技术等级、投资总额、当地物价指数、偿还贷款期限以及交通量等因素确定公路收费标准,实际工作中有些地方简单实行统一的收费标准,不尽科学合理,也有失公允。本文以非封闭式收费公路为例,综合考虑国家规定收费公路有关定价因素,提出了公路收费标准确定方法。
