民族地区开展国防教育必须从本地区的实际出发,与本民族群众的心理和行为相适应。笔者认为,藏区开展全民国防教育要重点依托好“五个阵地”。 一是要依托聚会阵地。藏区群众普遍有喜聚爱乐的特点,每遇青稞收割、牛羊壮群、婚嫁喜事之时,各村各户的群众携家带口、支蓬搭寨、载歌载舞。藏族群众的精神文化生活、经济、社会活动都集中反映在这类聚会中,抓住这些时机开展国防教育,可以取得事半功倍的效果。
To carry out national defense education in ethnic areas must proceed from the reality in the region and adapt to the psychology and behavior of the people of this ethnic group. The author believes that to carry out national defense education in Tibet should focus on relying on “five positions.” First, we must rely on the party position. In the Tibetan areas, people in general enjoyed the joy of gathering and enjoying music. Whenever the barley was harvested, cattle and sheep were strong, and marriages were happy, the masses in the villages brought their families to port and set off branches and danced. The spiritual, cultural, economic and social activities of the Tibetan masses are all concentrated in such gatherings. Taking these opportunities to carry out national defense education can bring about a multiplier effect.
