在国家正在加快财税体制改革,建立现代财政制度的大背景下,五花八门、多达500余种的全国性和地方立项收取的政府性基金进人公众视野,并经受法治检验和公众考问已不可避免。财政部相关负责人称:我国将清理规范民生资源“附加费”在内的行政事业性收费和政府性基金;对于未列人财政部目录的行政事业性收费和政府性基金,居民有权拒绝缴纳。从改革与发展的大局来看,从依法治国的需要来看,从和谐社会的实现来看,清费治费,已属箭在弦上不得不发了
