胡锦涛同志提出了“权为民所用,情为民所系,利为民所谋”的“三为”思想,并在十六届三中全会上第一次把“以人为本”写在党章上作为共产党的执政理念。并多次对“以人为本”的思想进行了阐述。胡锦涛“以人为本”思想和我们党历来的为民思想是一脉相承的,但也表现出许多明显的特点。即突出强调“以人为本”是科学发展观的核心,“以人为本”的“人”具有广泛性,“以人为本”的“本”具有全面性,同时还具有强烈的时代感和战略性。
