全国政协医药卫生体育委员会及全国政协教育文化委员会,于1989年组织力量,对河南、湖南、辽宁、黑龙江、上海、青岛等6个省市的360所中小学(中小学各180所),采取印发表格、座谈、实地考察等方式进行了调查。在对调查材料进行综合整理与分析研究的基础上,于1990年3月向国务院有关部委提交了以“当前中小学体育工作存在的主要问题及改进意见”为题的调查报告。调查报告在充分肯定十年改革学校体育所取得的成绩的基础上,尖锐地指出了当前在中小学体育工作中存在的一些严重问题。这些问题主要是:偏重智育,片面追求升学率,忽视学生的体育锻炼;体育经费窘困,设备器材严重缺乏;体育师资数量不足,质量急待提高,收入偏低,队伍不稳;体育场地狭小,
The CPPCC National Committee of the Chinese People’s Political Consultative Conference, the CPPCC National Committee of the Chinese People’s Political Consultative Conference, and the Education and Culture Committee of the CPPCC National Committee organized forces in 1989 to take a survey of 360 primary and secondary schools (180 primary and secondary schools) in six provinces and municipalities of Henan, Hunan, Liaoning, Heilongjiang, Shanghai and Qingdao Issued a form, forums, field trips and other means of investigation. On the basis of comprehensively arranging and analyzing the survey materials, in March 1990, submitted to the relevant ministries and commissions of the State Council a survey report entitled “Main Existing Problems in Primary and Secondary School Physical Education and Suggestions for Improvement”. On the basis of fully affirming the achievements made in the reform of school physical education over the past decade, the investigation report pointed out sharply some serious problems that exist in the current primary and secondary school physical education. These problems are mainly: the emphasis on intellectual education, one-sided pursuit of enrollment rate, neglect of students’ physical exercise; sports funding difficulties, a serious lack of equipment; physical education teachers lack of adequate quality to be improved, low income, team instability; small sports arena ,
