中华人民共和国劳动保险条例的公布,是中央人民政府在工会法颁布后又一个保护工人阶级利益的伟大法令,这一条例的公布执行,是直接对工人阶级生活进一步的关心,而且从此使工人阶级在法律上得到了物质保障,将对工人阶级的劳动态度和生产热情更有极大的鼓舞,为此我们除表示欢欣庆祝和坚决遵行贯彻外,值此伟大法令实现之际,特提出以下指示:(一)各级政府应督促公私营企业领导机关,必须认真组织学习劳动保险条例,以期彻底了解立法精神与保证实行。
