中小企业自主创新能力的提升是我国经济增长的潜力所在,基于“市场失灵”和“系统作用”理论,政府必须运用法制规范和政策工具对其进行干预、调整和支持,文章从法学角度探讨了我国中小企业自主创新的法制规范现状,并就其发展的瓶颈进行分析并提出完善措施。
Based on the theory of “market failure ” and “system function ”, the government must use the legal norms and policy tools to intervene, adjust and support the SME’s capability of independent innovation. From the perspective of law, this paper discusses the status quo of legal norms of SMEs’ independent innovation in China and analyzes the bottlenecks of their development and puts forward perfecting measures.
