党的《机关公文处理条例》第一次将“意见”列入公文种类,从而使“意见”成为我国法定公文的一个文种。目前,对“意见”这一文种的写作方法,尚未见诸公开发表的文字材料。为了规范其写作方法,笔者对这个文种使用和写作上的特点试作一分析。一、含义和适用范围“意见”是一种下行文,是党的机关对重要问题提出的见解和处理办法。所谓重要问题,是指带有全局性的重要工作或重要事项;所谓见解和处理办法,是指开展工作、处理事项时应遵循的原则性要求。
For the first time, the “Regulations on the Handling of Official Documents by Organizations” of the Party include “opinions” in the official document categories, so that “opinions” become a type of official documents in our country. At present, the writing method of “opinion” is not yet published in the public texts. In order to regulate its writing method, I try to make an analysis of the use of this language and the characteristics of writing. First, the meaning and scope of application “Opinions” is a kind of down the road, is the party’s organs on the important issues raised opinions and solutions. The so-called important issue refers to the overall situation with important work or important matters; the so-called opinions and solutions, refers to the work, to deal with matters to be followed when the principle of requirements.
