为贯彻落实“以政治交接为主线,以参政议政和自身建设为重点,努力把民进建设成为适应21世纪的高素质的参政党”的整体思路,民进全会必须与时俱进,不断加强自身建设和发挥参政党作用。加强自身建设是发挥参政党作用的基础。而发挥参政党作用是自身建设的表现形式。民进青岛市委会探索“以思想建设为核心,参政议政为重点,组织建设为基础,机关建设是关键,制度建设为保证”的具体工作思路和措施,调动广大民进成员和机关干部的积极性、主动性和创造性,为促进青岛市的改革、发展和稳定发挥着越来越重要的作用。
