经济增长的理论和实践表明,21世纪是创业时代,如何推进创业工作已经成为世界各国政府关注的焦点。创业是经济增长的助推器和动力来源,就业是民生之本,以创业带动就业则是社会和谐和社会稳定的重要基石。在世界经济整体下行、我国经济结构面临调整和转型的关键期,党中央、国务院坚持科学发展观,明确提出了扩大就业和以创业带动就业的科学方略,为解决就业问题指明了方向。党的十八大报告在坚持政府促进就业、市场调节就业、劳动者自主就业的基础上,第一次将鼓励创业和促进就业写入了新时期的就业方针,并提倡和引导劳动者转变传统的就业观念,鼓励和支持多形式、多途径就业。
