近年来,随着国家对科技创新工作投入力度的加大,高校专利技术成果无论在数量还是质量上都呈现出逐年增长之势,但随之而来的专利技术侵权现象也呈现出多发、快发的趋势,加大高校专利技术的保护力度迫在眉睫。鉴于当前专利技术保护的法律制度体系的不健全,建议完善高校专利技术保护的制度体系,充分调动科研人员专利工作的积极性,探索制定科学的评价体系和激励机制,建立运转协调的专利技术转移机构。
