近代以来,以湖南境内湘西流域的辰、沅、酉、溆为代表的地区,以鸦片为主的烟毒泛滥。民国时期,国民政府实施禁烟运动,湖南地方政府也采取了鼓励烟民自戒,从禁吸、禁种、禁售各个环节来加强禁烟。另外还采取了严格执法、发展农村经济,注重社会监督等一系列措施来巩固禁烟的效果,这些措施对后来抗战时期的经济和社会产生了积极的影响。
Since the modern times, the area dominated by Chen, Yuan, Uyghur and Han in the Xiangxi basin in Hunan Province has been flooded with opium-based drug abuse. During the period of the Republic of China, the national government implemented a no-smoking campaign and the Hunan local government also took the initiative to encourage smokers to quit smoking by banning smoking, prohibiting smoking and banning sales. In addition, a series of measures such as strict enforcement of law, development of rural economy and social supervision have been taken to consolidate the effect of smoking cessation. These measures have a positive impact on the economy and society of the War of Resistance Against Japan.
