哈尔滨市是我国东北北部地区的中心城市。由于松花江水患灾害经常发生,严重威胁着哈尔滨市的安全。建国以来,在原有残缺不全的土堤沙坝基础上,逐年加高培厚,特别是经过1954年和1958年两次大规模加修整固,改建扩建,建成了42.8公里城区堤防和66.7公里城郊堤防,先后战胜了1957年特大洪水和1960年以来的6次大洪水。松花江堤防,经过历次洪水的浸泡和冲淘,加之经费不足,失修失养,防洪能力逐年下降,现已不适应抗御大洪水的需要。1986年汛后,经过认真总结历次抗洪斗争的经验教训,使我们清醒地意识到,我市江河堤防存在的问题,既有“水漫金山”的可能,又有溃堤垮坝的危险。
Harbin is the central city in the northern part of northeast China. As the Songhua River floods often occur, a serious threat to the safety of Harbin. Since the founding of the People’s Republic of China, 42.8 kilometers of urban embankments and 66.7 kilometers of suburban dikes have been built on the basis of the original incomplete earth-embankment and dam dam, which have been gradually strengthened year by year. In particular, after two large-scale overhaul and consolidation in 1954 and 1958, It successively defeated the extraordinary floods of 1957 and the 6 major floods since 1960. The Songhua River embankment, after successive flooding and scouring of floods, combined with lack of funds, disrepair and loss of support, flood control capacity decreased year by year, is now not suited to the needs of resisting floods. After the flood in 1986, after earnestly summarizing the experiences and lessons of the previous flood fighting struggles, we have clearly realized that the problems existing in the embankments of our city are not only the possibility of “water-filled golden hills” but also the danger of collapse of dikes.
