长期以来,由于受区位因素影响,我国利用外资一直存在严重的地区不均衡问题,中西部地区与东部地区存在较大差距。尽管国家采取了平抑这种不均衡的政策措施,但政策效果并不明显。20世纪末兴起的服务外包,以互联网作为运行平台,受时间和空间制约较小,因而能够有效避免外商投资对区位因素的依赖,为地处内陆的地区利用外资创造了前所未有的机遇。因此,今后国家应采取积极措施,鼓励中西部地区利用服务外包这种形式吸引外资,以促进我国利用外资的地区均衡发展。
For a long time, due to the influence of location factors, there have been serious regional imbalances in utilizing foreign investment in our country. There is a big gap between the central and western regions and the eastern region. Although the state has taken to stabilize this imbalance in the policy measures, but the policy effect is not obvious. The emerging service outsourcing at the end of the 20th century, using the Internet as a platform for operation, is less constrained by time and space, thus effectively avoiding the dependence of foreign investment on location factors and creating unprecedented opportunities for utilizing foreign capital in the inland areas. Therefore, in the future, the state should take positive measures to encourage central and western regions to use service outsourcing as a form of attracting foreign investment so as to promote the balanced development of China’s use of foreign capital.
