我专老根据地有八个完整县和八个县的绝大部分地区,人口约二百万人,占全专人口百分之七十五。这些老根据地,绝大部分是山地,地瘠民贫,交通不便,对革命贡献最大,受敌人之摧残也最严重。经过土地改革和几年来的大生产运动,生产虽有恢复和发展,但由于受创最重以及连年遭受灾害,加以自然条件之限制,人民生活仍极困难。房屋、牲畜、较大的生产资料和生活资料,仍极缺乏。尤其被烧房屋,恢复最差。根据中央人民政府政务院「加强老根据地工作指示」和「山西省老根据地三年建设工作计划」的精神和要求,加强老根据地建设,给老根据地以必要的经济支援,争取在三、五年内改变老区面貌,使老区人民的经济生活和文化水平能迅速提高,这是极瑞重要的工作中极其光荣。
