The section on China’s aviation contained in Annex I to the Sino-British Joint Declaration shows that common sense has overcome national self-esteem and national aspirations, while the latter has led the Civil Aviation Administration of China to conduct lobbying and clearing activities outside the conference, resulting in the delay of Sino-British negotiations for some time. Now that the joint declaration has been drafted, most of the civil aviation issue depends on China’s sincerity. The end result is that Hong Kong-based Cathay Pacific Airways, which is mainly British-owned, has a future: it will maintain its current status up to and beyond 1997; and especially rare is China Civil Aviation
