在自然环境不断恶化、资源日益短缺的今天,发展循环经济、建立循环型社会,已成为许多国家制定实施发展规划和法律的重要理念。同时,发展循环经济、建立循环型社会对传统环境法提出了诸多挑战。建立健全循环经济法律有助于促进循环型社会的建立以及环境利益与经济利益的协调发展,应本着环境利益优先、预防为主和公众参与等原则,完善传统环境资源法律,以便通过循环经济法律体系的建设,推进我国循环型社会的建立。
