二十一世纪是城市的世纪。作为旧城改造的一种形式,旧城区改建在城市建设中发挥着不可替代的作用,是城市发展的永恒主题,是改善民生和改善城市功能的重要载体。随着我国民主法治建设的不断发展,《中华人民共和国物权法》、《国有土地上房屋征收与补偿条例》已先后颁布实施,公众维护自身合法权益的意识与能力在不断提高,参与城市建设与管理的意识也日趋强烈。公众充分参与旧城区改建,有利于旧城区改建政策切实代表最广大人民的根本利益,有利于提升城市品质,有利于构建和谐城市。
