“九五”时期,既是实现我国社会主义现代化建设第二步战略目标的决定性阶段,又是为向第三步战略目标继续迈进打好基础的重要历史时期。这一时期要全面实现小康目标,而小康目标大都具体体现在社会发展上。根据上述情况,初步考虑“九五”时期湖北省社会发展的总体战略目标应是;努力实现经济与社会的协调和可持续发展,满足人民群众日益增长的物质和文化生活需要,不断提高全民素质,促进社会全面进步,使各项社会事业的发展更好地服务于市场经济体制的建立和小康目标的全面实现,并为实现第三步战略目标创建良好的社会条件,提供较高水平的智力与科技支撑。具体来讲,到2000年要实现以下主要奋斗目标。
