去年下半年,根据中央领导同志的指示,财政部派江东平同志带领一个调查组,到河北、河南两省的十四个县,对水利建设投资的经济效益进行了为时三个多月的调查。调查组同地方各级领导同志和财政、水利部门的同志进行了座谈,听取了一些水利专家的意见,访问了社队基层干部和社员群众,察看了一些水利工程和水源变化情况,写出了调查报告。中央领导同志对调查报告做了重要批示,并责成有关部门认真研究这个报告,提出华北水利方针及主要措施。现将这个调查报告分两期在本刊发表。当前财政工作面临的新情况、新问题很多,需要我们大力加强调查研究工作。希望各地财政部门都能确定一些题目,组织力量,进行调查研究,并希望选择一些调查报告寄给我们,以便在本刊发表交流。
