为深入贯彻党的十六届四中全会精神,充分发挥新闻出版法制工作对新闻出版发展、改革和监管的规范、保障和支持作用,在新闻出版领域更好地落实依法治国基本方略,根据有关法律、行政法规和国务院决定,现就进一步加强新闻出版法制工作提出以下意见:一、进一步把握新闻出版法制工作应对的新情况、新要求(一)依法治国、建设社会主义法治国家的进程加快,新闻出版法制工作地位和作用随之提高,任务和要求随之加重。依法治国方略的确定和推进,提高了新闻出版法制工作的地位,同时也加重了新闻出版法制工作的任务。我国要到2010年形成有中国特色社会主义法律体系,中央有关部门已就包括新闻出版在内的文化立法制定了十年规划,这就为健全新闻出版法制制度,加强新闻出版立法工作提出了紧迫要求。国务院于2004年3月发布
