《标准轨距铁路设计技术规范》第189条规定:“位于永久性水库下游的桥应根据与桥的规定设计频率相同的水库泄洪量加桥坝之间的汇水量进行设计,只有特大桥及技术复杂的大桥才用与桥的规定检算频率相同的水库泄洪量加桥坝之间的汇水量进行检算。”在铁路沿线水库的运用实例中,我们感到水库泄洪量与水库洪水流量的频率之间并不存在十分固定的关系,完全按规范第189条设计的桥梁有偏于不安全的趋势。因此就个人看法提出几点意见,是否有当,希大家批判。水库是一个储水建筑物,它能起调节径流的作用;
