1978年12月18～22日,中共十一届三中全会举行。会议决定把全党工作重点转移到社会主义现代化建设上来。全会原则同意了1979年、1980年的国民经济计划安排。全会还制定了发展农业生产的一系列政策和措施,决心首先集中主要精力把农业搞上去。全会深入讨论了《中共中央关于加强农业发展若干问题的决定(草案)》和《农村人民公社工作条例(试行草案)》,并同意将这两个文件发到各省、市、自治区讨论和试行。
December 18 ~ December 1978, the Third Plenary Session of the Eleventh Central Committee. The meeting decided to shift the focus of the entire party’s work to the socialist modernization drive. The plenary meeting agreed in principle with the plans for the national economy of 1979 and 1980. The plenum also formulated a series of policies and measures for the development of agricultural production, determined to focus primarily on agriculture. The plenary session discussed in depth the “Decision of the CPC Central Committee on Several Issues Regarding the Strengthening of Agricultural Development (Draft)” and the “Regulations on the Work of Rural People’s Communes (Draft Pilot)” and agreed to send these two documents to provinces, municipalities and autonomous regions for discussion and trial implementation.
