BOT是越来越广泛采用的一种基础设施投融资形式。采用BOT方式的主要优点是可以缓解国内建设资金的紧张状况;其主要缺点是BOT集团要长期直接收取过路费以得到投资回报而谋取利润,势必给社会和广大的用路人增加负担。引入一个新概念最近英国政府综合研究了BOT方式建设收费公路的利弊,提出了一个新概念,叫做DBFO(设计、建设、融资和运营四个英文单词的缩写),并已经开始实践。所谓DBFO,是指
