本文以城市综合执法行使行政权调整的对象大多为弱势群体为切入点,而引发出对弱势群体人权保障问题的思考。城市综合执法不应忽略弱势群体生存权益,从人权的角度主张建立有限政府创建服务性行政,在行政管理过程中真正保障弱势群体的人权保障。创建以人权为核心的和谐社会应将人权的保障落实到具体每一件事上来,以和谐与宽容为有限政府的终极价值取向。
In this paper, the object of the executive power adjustment exercised by the city comprehensive enforcement is mostly the disadvantaged groups as the starting point, which leads to thinking on the protection of the rights of the disadvantaged groups. The city comprehensive law enforcement should not neglect the survival rights and interests of the disadvantaged groups, and advocates the establishment of limited government to establish service administration from the perspective of human rights and truly protects the rights of vulnerable groups in the process of administration. The creation of a harmonious society with human rights at the core should implement the guarantee of human rights in each and every specific issue and take harmony and tolerance as the ultimate value orientation of a limited government.
