南京国民政府于1928年完成中国在形式上的统一后,着手建设公务员惩戒制度,形成了以公务员惩戒委员会为机构并以《公务员惩戒法》为核心的公务员惩戒制度,在实际运作中取得了一定成绩。也正是在实际运作中,其又暴露出经费短缺、受到其他权力干扰、选择性惩戒等诸多问题,使得公务员惩戒制度最终大多流于形式,难以实现惩戒目的。
