1998年,国家公布取消第二批行政事业性收费决定中,把城建档案保证金一并取消。城建档案馆面对取消保证金之后,给城建档案管理工作带来的经济和建设工程竣工档案接收等的各种困难和压力,积极寻求出路,笔者就其出路问题谈谈看法。一、强化行政管理和法制建设,保障竣工档案的验收归档。建设工程竣工档案是真实记录城市建设中地上地下的各项工程项目施工情况的技术文件;是日后工程维护、改扩建和保证周边建筑安全施工的重要技术依据;是城市建设和发展的重要证据。取消城建档案保证金,在一段时间内对建设工程竣工档案的验收和归档影响很大。由于没有以经济手段的制约,建设工程竣工档案向城建档案馆移交的数量大幅度的减少。据不完全统计,汕尾市城建档案馆
