主持人语:当今中国究竟需要什么样的政府,这是一个历史性的课题。从国家的性质和根本制度来看,我们需要的无疑是社会主义的政府,人民民主的政府。但从现代化建设的需要来看,我们需要的是高效率的政府;从发展社会主义市场经济的需求来看,我们需要有效监管、高效服务的政府;从建立经济社会秩序和促进政治稳定的需要来看,我们需要一个有权威的诚实守信、规范管理、运作有序的法治政府。总之,面对社会的深刻变迁和现代化进程的尖锐挑战,我们的各级政府也正在面临自我革新、重塑形象的历史性转型。这无疑是一场政府机关脱胎换骨的自我革命。我们必须充分认识到,在改革进入攻坚阶段和现代化发展进入关键时期的历史关头,只有政府进行深刻的变革,建立适应社会主义市场经济体制要求的现代化政府,才能使我国的改革和现代化事业跃上新的台阶,出现新的希望。
Moderator language: What kind of government China really needs today, this is a historic issue. Judging from the nature of the country and the fundamental system, what we need is undoubtedly a socialist government and a people’s democratic government. However, in view of the needs of modernization, what we need is an efficient government; from the perspective of developing the socialist market economy, we need a government that can effectively regulate and serve it efficiently; and from the need of establishing economic and social order and promoting political stability From the point of view, we need an authoritative, honest and trustworthy government that regulates management and an orderly operation of the rule of law. In short, in the face of the profound changes in society and the acute challenges of the modernization process, our governments at all levels are also facing a historic transformation of self-innovation and reshaping the image. This is undoubtedly a self-revolutionary government body reborn. We must fully understand that at the historic juncture of the critical period when the reform has entered a crucial stage and where the modernization drive has entered a critical period, only if the government makes profound changes and establishes a modernized government that meets the requirements of a socialist market economic system will it be able to leapfrog China’s reform and modernization. A new level, new hope appears.
