查交通建設為當前供給運輸發展經濟重要措施之一。因之,前華北人民政府會頒佈搜集舆保護鐵路交通器材辦法通通令施行並經本府於上年九月將搜集鐵路交通器材要點佈告週知。但查近來仍有存藏器材迄未献交或私相買寶及毁製其他物品;更有不肖份子對鐵路及電訊設備偷竊破壞等情形。此種穩破壞行為,亟應嚴加取締以利交通!特再根據前華府頒佈辦法摘要佈告如下:
