本文运用DEA数据包络分析的BCC模型,对2001-2010年宁波市海洋产业的综合效率、纯技术效率、规模收益和规模效益进行了测度。研究结果表明,宁波市各海洋产业的规模效率在逐年改善且均维持在较高水平,但各海洋产业纯技术效率较低,影响了各行业的总体效率。在规模收益方面,各行业在维持了长时间的规模报酬递增后均出现规模报酬递减或不变。研究还发现,无效海洋产业流动资产和固定资产投入冗余较为严重,多数无效率海洋产业在主营业务收入上存在较大的潜在产出不足。
This paper uses the BCC model of DEA data envelopment analysis to measure the comprehensive efficiency, pure technical efficiency, scale benefit and scale benefit of Ningbo’s marine industry from 2001 to 2010. The results show that the scale efficiency of various marine industries in Ningbo is improving and maintaining a relatively high level year by year, but the purely technical efficiency of various marine industries is relatively low, affecting the overall efficiency of various industries. In terms of scale revenue, all industries experienced decreasing or constant returns to scale after maintaining long-term returns to scale. The study also found that there is more redundancy in the liquid assets and fixed assets in the invalid marine industry, and the majority of the inefficient marine industries have large potential output deficits in the main business income.
