20世纪七八十年代以来,随着经济全球化的迅速发展和科学技术的巨大变革,传统的以科层制为基础的政府官僚统治模式已经不能适应全球化的对公共管理的需要。在此背景下,西方发达国家发起了一场影响深远的政府治理理念和范式的变革与创新运动。本文试通过对当代西方治理理念的简要分析,把握经济全球化时代政府治理理念变革与创新主要方向,以资为我国的公共管理体制的改革提供一些启示和借鉴。
Since the seventies and eighties of the 20th century, with the rapid development of economic globalization and great changes in science and technology, the traditional bureaucratic governance model based on the bureaucratic hierarchy can no longer meet the needs of public administration of globalization. Against this background, the western developed countries have initiated a far-reaching reform and innovation movement of government governance paradigm and paradigm. Through a brief analysis of contemporary western governance ideas, this paper attempts to grasp the main directions of the reform and innovation of government governance ideas in the era of economic globalization and provide some inspiration and reference for the reform of public management system in our country.
