民主集中制理论的创立,是20世纪的伟大政治发明。从1906年列宁提出这一概念,到中国共产党人把它发展成为完整的民主集中制理论体系和民主制度,再到新中国建立后,毛泽东同志把它由党内民主发展到国家民主,确定中华人民共和国实行全国人民代表大会和地方各级人民代表大会的政治体制,使民主集中制原则从理论到实践发展成为崭新的、具有中国特色的国家民主形式,由党的组织原则上升为国家的根本政治制度。
