随着全球气候变暖,极端天气气候灾害的发生日趋频繁,由此引发的暴雨洪水对人民的生命财产造成极大危害。在大江大河的水文报汛手段相对完善成熟、堤坝防御稀遇洪水能力得到一定保证的情况下,中小河流的防汛减灾是目前政府关心和需要解决的重要问题之一。
With the global warming, the occurrence of extreme weather and climate disasters has become more frequent, and the flood and flood caused by it have caused great harm to people’s lives and property. Flood control and mitigation of small and medium-sized rivers is one of the important issues that the government cares about and needs to be solved under the condition that the means of flood control in rivers and lakes are comparatively perfect and matured, and the levees’ protection against rare floods can be guaranteed.
