海淀区前不久经过反复讨论制订了《关于发展我区成人教育、职业技术教育的意见》、其宗旨是从“提高劳动才素质”这一根本目标出发,大力发展成人教育、职业技术教育,建设一支适应改革开放和经济发展的干部、职工、农民队伍。这样一来,海淀区就突破了原有格局,成教与职教并举,把对在职干部、职工、农村劳动力,以及即将就业劳动者的教育、培训、使用,从全区整个经济和社会发展规划出发,在宏观上都管起来了,为建立一个有海淀特色的大教育体系奠定了基础。显然这是一个有意义的思路和尝试。为了保证《意见》落到实处,海淀区根据区情成立了由区委、区政府主要领导任主任、各业务主管部门都参加的“成人教育委员会”,把全区的力量拧成一股绳,统一安排、统一规划区内的成人教育工作,既有合理分工,又有集中统一,形成了体系完整、便于调控的管理机制,为破除旧有体制条块分割、改出多门的弊端,讲求教育培训的规模效益提供了有益经验。海淀区之所以能在成人教育改革方面取得可喜进展,是因为海淀区委、区政府领导班子思想到位。他们念念不忘的是现代化人才观,是教育与经济发展的密切关系,这是搞好成人教育的的根本保证。当然,我市各区县情况不一,条件各异,但只要各级政府及企事业单位领导真正认识到成人教育对发展经济和做好各项工作的重要作用,对成人教育工作积极扶持和加以指导,那么我市的成人教育不仅不会萎缩,反而会发展得更好。下面,我们刊登海淀区召开成人教育工作会议的消息和海淀区委、区政府《关于发展我区成人教育、职业技术教育的意见》,供读者参考。
