城市居民最低生活保障制度运行至今已经到了制度的拐点,迫切需要进行调整。本文依据公共政策分析中的综视决策模型的假定,在总结各个地方城市的具体制度实践创新基础上,从制度的设计理念、设计原则、制度的目标重构以及具体的制度架构等方面,提出了城市居民最低生活保障制度调整的可能方向,提出了在城市低保制度的基础上重构城市居民生活援助制度的设想。
The minimum living allowance system for urban residents has hit the inflection point of the system so far and there is an urgent need to make adjustments. Based on the assumptions of the comprehensive decision-making model in public policy analysis and based on the summing up of concrete institutional practice and innovation in various local cities, this paper puts forward the system design concept, design principles, institutional reconstruction and specific institutional framework The possible orientation of the adjustment of the minimum living allowance system for urban residents is put forward.
