近日,国务院发布了《关于加强进口促进对外贸易平衡发展的指导意见》。《意见》指出,进一步加强进口,促进外贸平衡发展,是实现科学发展、转变经济发展方式的必然要求,是当前和今后一个时期对外贸易的基本任务。《意见》提出了包括加大财税政策支持、改善金融服务、完善管理措施、提高贸易便利化水平、加强组织领导在内的一揽子加强进口的措施。为落实加强进口的相关措施,《意见》提出,要推动建立进口促进专门网站等公共服务平台,培育国家进口贸易促进创新示范区,支持与中国贸易逆差较大的国家和地区来华举办商品展览会、洽谈会等推介活动。鼓励支持贸易促进机构、进出口商会、行业协会等中介组织开展进口咨询和培训服务。
Recently, the State Council promulgated the Guiding Opinions on Strengthening the Import to Promote the Balanced Development of Foreign Trade. The Opinion states that further strengthening imports and promoting the balanced development of foreign trade are the necessary requirements for achieving scientific development and transforming the mode of economic development and are the basic tasks of foreign trade for the present and in a future period. The Opinions put forward a package of measures to strengthen imports, including increasing support for fiscal and taxation policies, improving financial services, improving management measures, improving trade facilitation, and strengthening leadership of the organization. In order to implement relevant measures for strengthening imports, the Opinion proposes to promote the establishment of public service platforms such as import promotion special websites, foster national import trade, promote innovative demonstration areas and support merchandise trade shows with countries and regions with large trade deficits with China Will, Fair and other promotional activities. Encourage the support of trade promotion agencies, import and export chambers of commerce, trade associations and other intermediary organizations to carry out import consulting and training services.
