收入分配问题不仅影响人民群众共享改革成果,更事关社会稳定,已成为当前改革的焦点问题之一,整顿收入分配不公迫在眉睫。当前深化收入分配制度改革要综合运用三个条件:一是中央财政收入能够解决大量的民生问题,有了共享的财富基础;二是解决收入差距过大、分配不公的强烈意愿和社会共识,可转化为推动改革的势能;三是国际正反两方面的经验教训为我所用。要像抓节能减排那样通过可量化的方式来推进收入分配改革。抓牢收入分配制度改革“战略期”要综合推进五大改革。不断增加劳动者的劳动报酬,肯定劳动价值,实现分配正义,这不仅是执政为民的体现,也是社会公平和国家长远发展的保障。
